Central Harmonisation Unit Department performs normative, research and analytical, administrative, professional, educational and supervisory tasks in the field of Public Internal Financial Control (PIFC), which refer to: proposing the adoption and amendments to regulations within the competence of the Ministry; preparation of public policy documents in the field of the Public Internal Financial Control (PIFC); improvement and development of the PIFC system; identification and development of methodology and standards in the field of establishing, developing and assessing the quality of financial management and control (FMC) in the public sector in accordance with international standards and EU best practice, with the aim of ensuring a unique way of functioning in the Republic of Serbia; preparation of manuals, guidelines and instructions; preparation of programs and coordination of activities in the organization and implementation of training of managers and employees in charge of financial management and control in the public sector; assessing the quality of the financial management and control system; providing expert opinions and taking a stand regarding the establishment, development and quality assurance of the financial management and control system; advising the minister regarding the issues of financial management and control in the public sector; organizing the exchange of experiences in the field of financial management and control; preparation and consolidation of annual and other reports on the condition and quality of the financial management and control system in the public sector; determining and developing the methodology and standards of internal audit work in the public sector in accordance with international standards and EU best practice in order to ensure a unique way of working in the Republic of Serbia; preparation of manuals and professional codes of ethics for internal auditors; preparation of the program and coordination of activities regarding the organization of the internal auditors training; organization of examinations for obtaining the title of authorized internal auditor in the public sector; issuing certificates to authorized internal auditors in the public sector; maintaining the register of authorized internal auditors in the public sector; maintaining the register of internal audit charters in the public sector; maintaining a register of continuous professional development of internal auditors; implementation and coordination of supervision over the compliance of the way of organization and work of internal auditors with regulations and instructions; assessing the quality of internal audit in the public sector; advising the Minister on internal audit issues in the public sector; organizing the exchange of experiences in the field of internal audit; consolidation of annual reports of users of public funds on the work of internal audit in the public sector; preparation of a consolidated report on the state of financial management and control and internal audit in the public sector in the Republic of Serbia; cooperation with other government bodies and international and domestic professional institutions and associations; participation in the processes related to professional development of civil servants in the Sector, as well as other tasks that within the scope of the Department.
The tasks are performed within the following smaller internal units of the Central Harmonisation Unit Department:
1. Methodology of Establishment and Development of the Financial Management and Control System Group
2. Assessing the Quality of Financial Management and Control System Group
3. Methodology of Work and Development of Internal Audit Group
4. Monitoring the Internal Audit Quality Group
5. Training Group in the Field of Financial Management and Control and Internal Audit
For the purpose of greater efficiency and cost-effectiveness, the tasks of the Central Harmonization Unit Department are carried out in the Department's headquarters in Belgrade and in the regional unit for the Autonomous Province of Vojvodina in Novi Sad.
